The Tulare Area Schools Employee Benefit Authority (TASEBA) Joint Powers Authority (JPA)
was formed in 1984 to create and provide for the maintenance of a joint powers entity
through which member districts may provide health and welfare benefits to its
beneficiaries at the lower per capita costs associated with the larger total pool of
beneficiaries than possessed by any individual member district.
